Before a contractor is named

A zoning or concept-plan filing can appear months—or longer—before subcontractor pricing is needed. At this stage, use the signal to research the developer, likely delivery method, project type, and firms active in that market. Outreach should be light and useful: introduce a relevant capability, share a market constraint, or ask to be considered when the construction team forms.

When a general contractor or construction manager appears

This is often the best relationship-building window. Preconstruction teams may be developing budgets, evaluating alternates, identifying long-lead items, or validating constructability. Trades with design-assist, early procurement, or major budget influence have more reason to engage now.

Good early-outreach testCan you help the team answer a current question about cost, lead time, constructability, local labor, permitting, or supply? If not, keep the message brief and ask for the correct future bid contact.

During design and permitting

As documents develop, public records may reveal size, phasing, uses, site constraints, utility work, and anticipated hearings. These details help subcontractors qualify the opportunity and prepare a specific capabilities message. They do not confirm that a bid package exists.

Near bid release

Once permits, construction documents, or contractor notices appear, the emphasis changes from awareness to execution. Confirm prequalification, estimating contacts, bid platforms, scope boundaries, bonding or insurance requirements, and schedule. Waiting until the formal invitation may still work, but it leaves less time to build familiarity.

Signals by trade

Avoid treating every filing as a lead

Projects can be delayed, redesigned, denied, sold, or abandoned. Use public activity to prioritize research and relationships, then verify status with the project team before committing estimating time.
